Банки выводят ресурсы из Украины

Украинские финучреждения продолжают форсированно возвращать долги иностранным кредиторам. Прежде всего это касается банков с иностранным капиталом, подконтрольных западным финансовым группам.

Они возвращают ресурсы своим материнским компаниям. По данным НБУ, за первое полугодие 2011 года отечественная банковская система погасила кредиты нерезидентов более чем на 1,5 млрд долларов.

Больше всех внешних заимствований в январе — июле вернул ПриватБанк — на 500 млн долларов. Все дело в том, что в начале февраля это финучреждение погасило на такую сумму выпуск 5-летних еврооблигаций. Все остальные массовые возвраты осуществляли иностранные «дочки».

Почти $400 млн вернул материнской структуре Райффайзен Банк Аваль, сократив свою внешнюю задолженность до менее чем 1,2 млрд долларов. Отметим, что в условиях ограничений на валютное кредитование Райффайзен Банк Аваль спешно избавляется не только от зарубежного фондирования в валюте, но и от валютных депозитов граждан.

Самая высокая ставка по долларовому депозиту на год, которую предлагает банк, составляет 4,15% годовых — это вдвое меньше среднерыночного значения. Более 300 млн долларов на родину вернул Сведбанк.

Как известно, украинская «дочка» шведского Swedbank завершает процедуру выхода из розничного сегмента банковского рынка. Тем не менее задолженность перед материнской структурой еще достаточно велика — более 350 млн долларов. Выводят ресурсы из Украины и другие банки с западным капиталом — ОТП Банк, УкрСиббанк, Эрсте Банк и пр.

Из крупных «иностранцев» практически не выплачивали свои кредиты только Укрсоцбанк (примерно 1,5 млрд долларов) и банк «Форум», который совершил крупные погашения в 2011 году, и сейчас его задолженность составляет всего около 100 млн долларов.

Впрочем, наряду с западными «дочками» среди лидеров по сокращению задолженности перед нерезидентами значится и Альфа-Банк (Украина). В то же время российские госбанки достаточно щедро финансируют свои подразделения в Украине.

В первом полугодии российский Внеш¬экономбанк активно снабжал деньгами дочерний Проминвестбанк. В результате внешний долг последнего увеличился почти на 700 млн долларов, до 2 млрд долларов. Кстати, примечательно, что этот банк в первом полугодии был среди лидеров по оттоку клиентских депозитов.

Выходит, что происходила замена локального фондирования на внешнее финансирование вразрез с общерыночной тенденцией. Почти на 300 млн долларов свою внешнюю задолженность увеличил ВТБ Банк. Отметим, что Проминвестбанк и ВТБ Банк возглавляют список лидеров по размеру внешних долгов. Но если первый активно кредитует экономику, то второй в последнее время делает упор на кредитование бюджета через покупку ОВГЗ.

Как известно, в период кредитного бума 2005—2007 годов отечественные банки массово привлекали «длинные» дешевые ресурсы с внешних рынков и направляли их на кредитование как компаний, так и населения.

Некоторые финучреждения (УкрСиббанк, Эрсте Банк) даже отказывались от частных депозитов в пользу внешнего фондирования, доля таких ресурсов достигала 60% обязательств отдельных банков с западным капиталом. В результате, на конец 2008 года внешняя задолженность составила 40 млрд долларов.

Однако, обжегшись на валютных кредитах после девальвации гривни в конце 2008 года, банки вынуждены были радикально менять бизнес-модель. Внешние займы теперь оказались ни к чему. Кроме того, в условиях вялотекущего долгового кризиса в Европе тамошние банки не готовы оказывать ресурсную поддержку своим дочерним банкам и стимулируют их к переходу на фондирование с локальных рынков.

Сейчас на кредиты от нерезидентов приходится менее 20% совокупных обязательств банковской системы, тогда как до кризиса почти треть ресурсов поступала в банковский сектор извне.

The “dark side” of the moon is actually a misnomer, experts say, and the remote lunar hemisphere receives illumination — scientists just don’t know as much about the region as they’d like.

The far side, with its thicker crust, is vastly different from the near side that was explored during the Apollo missions.

Scientists hope that returning samples from the far side could solve some of the biggest remaining lunar mysteries, including the moon’s true origin.
